課程概述 |
一. 課程概要 (may change to English-taught course in the future)
棲地保育長久以來即是自然資源管理，特別是生物多樣性保育最重要的方法，其最常使用的方式就是設立自然保護區。現代自然保護區的典範始於美國黃石國家公園的設立，而普遍為世界各國所採用。然而，黃石國家公園大面積、中央集權隔離式的管理模式，在許多國家與地區並無法達到預期的目標。近二、三十年來，新的典範紛紛崛起，特別是參與式經營管理模式，重視社會人文面向，開啟了廣度的思考。現今的自然保護區的經營管理已跨越自然科學，如生物、生態、自然地理，與社會人文科學，如：人類學、社會學、經濟學與政治學等學科。不僅與生物多樣性保育息息相關，更與鄉間及少數族群的發展有密切的關係。本課程從自然保護區的定義與演進開始介紹，討論保護區的劃設，全球與臺灣的保護區系統、經營管理規劃等。在課程的後段，透過經營管理計畫的擬定、效能評量與實例說明，還有一些如共管等主題，成就同學的保護區經營管理能力。

4.定義、種類與應用原則 (IUCN的管理目錄與台灣的自然保護區體系)
5.轉折與挑戰—科技至上主義的迷思、集權隔離式的反省、多元主義的興起 (與3合併)
6.自然保護區的選擇與劃設 (gap analysis)
7.規劃、擬訂管理計畫
8.管理計畫的執行與評估
9.環境影評估與保護區 (del)
10.解說與環境溝通 (del)
11.伙伴與參與 (11, 12, 13合併)
12.在地社群與保護區
13.原住民族與保護區
14.生態旅遊 (might casestudies)
15.區域思考與生物多樣性保育 (與3合併)

課程目標 |
1. 介紹不同型式的保護區系統，含括其發展、內涵與管理的特性
2. 探討自然保護區的管理議題，特別著重政經、制度與社會人文面向的討論。不含保育生物學議題。 |

課程要求 |
1. 先修課程：生態相關課程，未修過相關課程請先徵得授課老師同意；
2. 建議大三以上選修；
3. 實習多於假日舉行，作業多請存預備心。 |
