課程概述

一. 課程概要 (may change to English-taught course in the future)
棲地保育長久以來即是自然資源管理,特別是生物多樣性保育最重要的方法,其最常使用的方式就是設立自然保護區。現代自然保護區的典範始於美國黃石國家公園的設立,而普遍為世界各國所採用。然而,黃石國家公園大面積、中央集權隔離式的管理模式,在許多國家與地區並無法達到預期的目標。近二、三十年來,新的典範紛紛崛起,特別是參與式經營管理模式,重視社會人文面向,開啟了廣度的思考。現今的自然保護區的經營管理已跨越自然科學,如生物、生態、自然地理,與社會人文科學,如:人類學、社會學、經濟學與政治學等學科。不僅與生物多樣性保育息息相關,更與鄉間及少數族群的發展有密切的關係。本課程從自然保護區的定義與演進開始介紹,討論保護區的劃設,全球與臺灣的保護區系統、經營管理規劃等。在課程的後段,透過經營管理計畫的擬定、效能評量與實例說明,還有一些如共管等主題,成就同學的保護區經營管理能力。

4.定義、種類與應用原則 (IUCN的管理目錄與台灣的自然保護區體系)
5.轉折與挑戰—科技至上主義的迷思、集權隔離式的反省、多元主義的興起 (與3合併)
6.自然保護區的選擇與劃設 (gap analysis)
7.規劃、擬訂管理計畫
8.管理計畫的執行與評估
9.環境影評估與保護區 (del)
10.解說與環境溝通 (del)
11.伙伴與參與 (11, 12, 13合併)
12.在地社群與保護區
13.原住民族與保護區
14.生態旅遊 (might casestudies)
15.區域思考與生物多樣性保育 (與3合併)
16.全球化與地方化 VS. 保護區 (與3合併)

課程目標
1. 介紹不同型式的保護區系統,含括其發展、內涵與管理的特性
2. 探討自然保護區的管理議題,特別著重政經、制度與社會人文面向的討論。不含保育生物學議題。 
課程要求
1. 先修課程:生態相關課程,未修過相關課程請先徵得授課老師同意;
2. 建議大三以上選修;
3. 實習多於假日舉行,作業多請存預備心。
